Executive Director
Glenda was appointed Executive Director March 17, 2008. She joined RRHA in May 2006 and served as Senior Vice-President for Intergovernmental/Public Affairs and Interim Executive Director prior to being appointed Executive Director. Glenda came to RRHA from Lutheran Family Services of Virginia, where she was Chief Operating Officer, providing leadership for a statewide network of community services. Glenda completed her undergraduate studies at Christopher Newport University and obtained her MBA from Averett University. She holds certifications from the National Association of Housing and Redevelopment Officials as a Certified Management Executive and from Quadel Consulting for Asset Management for Public Housing.

Vice-President Administration
Catherine joined the RRHA team in 2004. She has oversight of Resident Relations, Human Resources, Purchasing and Insurance Risk.
She is responsible for the development, implementation and ongoing administration of RRHA's Personnel Policies and Procedures. Catherine provides strategic leadership and management counsel, as well as HR generalist support, to all levels of management and other employees across multiple organizational divisions. Catherine manages the identification, assessment, and prioritization of RRHA’s insurance risk management program.
Catherine provides management oversight of RRHA’s purchasing processes to ensure fair and open competition, equitable treatment of all bidders, adherence to regulations, and selection of the best value with greatest overall benefit to the agency.
Catherine also oversees the management of the Resident Relations Coordinator who coordinates a variety of complex program activity involving resident councils, advisory groups, housing applicant/tenant appeal process, and Section 3 contracting opportunities and resident employment/training opportunities.

Vice-President Finance/CFO
Jackie joined the RRHA team in 2001 and has served in several positions within the finance department. Before joining the RRHA team, Jackie was a technical accountant with AT&T, formally BellSouth Communication Systems. She is a certified public accountant and earned her undergraduate degree in accounting from Radford University. She is currently responsible for the budgeting and financial reporting activities of RRHA and its affiliates.

Vice-President Operations
Joel Shank has been employed at RRHA since 1998. As Vice-President of Operations, he is responsible for leadership and oversight of RRHA's housing, resident services, redevelopment, and modernization activities.
Prior to coming to RRHA Joel worked in the construction industry for 20 years involved in multiple types of construction. He has held positions at RRHA including member of the special maintenance team, Construction Inspector, Capital Improvements Supervisor, and Capital Improvements Director. In his work for RRHA, Joel has been responsible for development of specifications in collaboration with A/E firms or in-house and independent cost estimates for construction projects including modernization of public housing, low-income housing tax credit properties, new construction, and redevelopment. He has also been responsible for HUD Capital Fund Grant annual and 5-year planning and budget administration. He holds certifications from Nan McKay and Associates, National Association of Housing and Redevelopment Officials, and Borrell Technology, Inc.
