PHYSICAL NEEDS ASSESSMENT, ENERGY AUDIT,

AND UPDATING THE SECTION 504 TRANSITION PLAN

FOR THE

ROANOKE REDEVELOPMENT AND HOUSING AUTHORITY

The Roanoke Redevelopment and Housing Authority (RRHA) is requesting proposals for a Physical Needs Assessment, Energy Audit, and Updating the Section 504 Transition Plan for its public housing developments. The proposal shall comply with all requirements of HUD’s Physical Needs Assessment and Energy Audit protocol. Also included is Updating the Section 504 Transition Plans for one (1) RRHA –owned assisted non-public housing development.

A Pre-Proposal conference will be held on Wednesday, July 11, 2018, at 1:30 p.m. (Local Prevailing Time), at RRHA Central Administration Building Board Room, 2624 Salem Turnpike, NW, Roanoke, VA 24017, to answer any questions and provide other information about the developments. Attendance at the Pre-Proposal Conference is not mandatory; however, participation is strongly encouraged.

To give prospective Offerors an opportunity to become familiar with the local conditions that might affect their proposal, a site visit will be conducted immediately following the Pre-Proposal meeting. Questions or comments on Scope of Services or other provisions in this Request for Proposals must be submitted in writing to Joel Shank, Vice President of Operations at RRHA Central Administration Building before 1:00 P.M., local prevailing time, on Wednesday, July 18, 2018. RRHA staff will evaluate submittals to determine the proposal that best satisfies the needs of RRHA. RRHA reserves the right to reject any or all proposals or to waive informalities in the evaluation of proposals.

While RRHA must promote full and open competition among prospective offerors, small business enterprises, Section 3 businesses, Minority, Service-Disabled Veteran, and Women-Owned business enterprises are encouraged to submit proposals as well as all other enterprises. Section 3 businesses (only) are also eligible for certain preferences (Section 3 Information and Forms).
