City of Roanoke Redevelopment and Housing Authority, hereinafter referred to as RRHA, will accept sealed bids for Project Number 180301, "Replacement of Heat Pumps for Villages At Lincoln, AMP 202, Phase 2 Bids will be received until 5:00 P.M., local prevailing time, Tuesday, April 3, 2018, with all bids publicly opened and read aloud at 2:00 P.M., local prevailing time, Wednesday, April 4, 2018, at RRHA’s Central Office Board Room located at 2624 Salem Turnpike, NW, Roanoke, Virginia 24017.

It is the Bidder’s responsibility to determine prior to the time for receipt of Bids the number and scope of all Addenda that have been issued for the project and confirm that the Bid he or she submits includes all changes included in the Addenda.

It is RRHA’s intent to issue all Addenda no less than four (4) calendar days prior to the date for receipt of bids. A notice will be placed on RRHA’s website when Addenda have been issued. Addenda that are issued will be distributed to all the planrooms and firms where bid documents can be obtained.

A Pre-bid Conference will be held at Villages At Lincoln Community Room, 1801 Dunbar St., NW, Roanoke, VA 24012 on Thursday, March 22, 2018, at 1:30 P.M., local prevailing time.

You need JavaScript enabled to view it.. at RRHA Capital Improvements Office, 2624 Salem Turnpike, NW Roanoke, Virginia 24017, before Tuesday, March 27, 2018, at 1:00 P.M., local prevailing time.

All bidders, organized or authorized, stock or non-stock corporation, limited liability company, business trust, or limited partnership to transact business in the Commonwealth of Virginia shall be required to include in its bid a State Corporation Commission (SCC) Identification Number for all contracts in excess of $50,000. Any bidder that is not required to be authorized to transact business in the Commonwealth as a foreign business entity under Title 13.1 or Title 50 or as otherwise required by law shall include in its bid a statement describing why the bidder is not required to be so authorized. RRHA shall not award a contract to any bidder unless a waiver of this requirement and the administrative policies and procedures has been granted by RRHA's Executive Director. (Sole Proprietorship's have no filing requirements with the SCC so they cannot obtain a number from the SCC and are exempt from this ruling).

Small business enterprises, Section 3 businesses, Minority, Service-Disabled Veteran, and Women-Owned business enterprises are encouraged to submit Bids as well as all other enterprises. RRHA does not discriminate against faith-based organizations in accordance with the Code of Virginia 2.2-4343-1 or on the basis of race, color, sex, age, religion, national origin, disability, veteran status, or union affiliations in any of its federally assisted program and activities.

Three (3) responsive bids were received. The responding contractors and their respective bids amounts are as follows:

 

Central Builders, Inc. - $433.433.00

Russell's Remodeling, LLC - $403,700.00

S.J. Conner & Sons, Inc. - $462,198.48

 

HUD's allowable Section 3 preference is not a factor in award of a contract for this project.

 

 

 

Russell's Remodeling has previously completed many renovation and repair projects for RRHA that included HVAC and electrical work in a satisfactory manner and is qualified to do the heat pump replacement.  It is recommended that a contract with a  fixed amount of $403,700.00 be awarded to Russell's Remodeling, LLC for Replacement of Heat Pumps for Villages At Lincoln, AMP 202, Phase 2.
